INAPP (National Institute for the Analysis of Public Policies) is a public research body under supervision of the Italian Ministry of Labour and Social Policies in charge of the analysis, monitoring and evaluation of all public policies having an impact on the labour market. Its mission is two-fold: building public assets such as databases accessible to all and implementing policy-oriented research aimed at analysing policy-relevant phenomena. INAPP has more than 200 researchers and full access to the most relevant national administrative databases for statistical analysis. It is one of the most important and recognized policy advisors in the country.

Fondazione Giacomo Brodolini (FGB) was founded in 1971 with the commitment to carry over the political and cultural legacy of the late Minister of Labour Giacomo Brodolini. Over its 40 years of existence FGB has worked in close cooperation with governmental bodies, regional and territorial administrations, research institutions and socio-economic partners in the field of skills development and assessment and skills forecasting. Furthermore, FGB takes part in several EU funded programmes and projects in the field of employment and social inclusion.

Regione Lazio (RL) is a local territorial Institution, with its own legislative jurisdiction concurrent with the Italian State, according to the provisions set out in the Italian Constitution. The Region governs the territory around Rome, the capital of Italy. The Regional Government is made up of the President of the Region and 10 Ministers, among which there is the Minister of Labour. The administrative structure is made up of 15 Departments, among which there is the Department of Labour, and 2 regional Agencies. The Labour Department is responsible for the public and private system of active policies for the unemployed people, Youth Guarantee at regional level and pilot projects related to active labour market policies.

The Directorate for Education, Training and Employment of Regione Lombardia is in charge of the Regional framework of professional standards (namely, the QRSP), the accreditation system as well as for the certification, evaluation and monitoring processes. The Directorate is responsible for the overall management and implementation of labour market policies and, in this context, as Intermediate Body at Regional level is also in charge for managing and implementing the European Programme “Youth Guarantee” (as per Italian National Operative Programme “Young Employment Initiative” – PON IOG 2014-2020). It also manages the European Social Fund 2014-2020 and is responsible for planning active and passive employment policies, integrated approaches to guidance, integration and transition to the labor market.

The Employment Agency of the Autonomous Province of Trento (Agenzia del Lavoro della Provincia autonoma di Trento) has autonomous management, administration and accounting system in order to implement local labour policies. It is entitled to conduct studies, research, surveys and information material on labour policies and market needs. The governance is a result of negotiations among economic and social actors, whose involvement is necessary for the organization and at the same time for the innovation of interventions’ procedures and models. The Agency controls 12 Employment Centers within the Province, which support jobless and disabled people by matching supply with job demand.

The French Centre for Research on Qualifications (Céreq) is a public body under the aegis of both the Ministry of Education and the Ministry for Labour, Employment and Social Affairs. As a public centre of expertise at the service of the key players in education, training and employment, Céreq provides advice and proposals intended to clarify choices in the area of education and training policies at regional, national or international level. Céreq carries out large scale national statistical surveys on individuals and companies, it is the French operator and analyst of longitudinal data on youth transition between education and the labour market and is data provider of large-scale linked employer-employee adult education surveys.
